In Munich we have stayed in two hotels that were within walking distance of the Marienplatz Market and had elevators. They were near $100 if you are talking a single:

In Salzburg we like the Hotel Bergland. It has a lift and meets your price. It is in new town about 10 minutes walk from old town.

In Munich we always stay at Hotel Uhland, very near Oktoberfest and walking distance (somewhat long walk) to Marienplatz. The hotel has a lift, good buffet breakfast, and is two blocks to the underground which goes directly to Marienplatz. Twins and doubles available around $100. Highly rated on tripadvisor, Frommer and others.

There are several Christmas markets in Munich.
Only the biggest one is in the very heart of Munich, at Marienplatz; and the medieval Xmas market near Odeonsplatz. So walking distance is a bit relative. You should do fine when you stay in the Old Town, but eventually you may want to take subway/bus to the smaller markets anyway.
