There are plenty of hotels with vacancies the first week in August that are within your price range, location, have A/C, elevators, and breakfast. Of course the price goes down as you start reducing the amenities. Some hotels charge extra for the breakfast but that isn't a deal breaker in this neighborhood. There is even a hotel inside the train station, and several are right across the street. You can start searching on Trip Advisor and Booking.com.

The public transportation system in Munich is wonderful- usually less than 20-30 minutes to go anyplace within 5 miles of the city center including the wait time for the U-bahn, S-bahn. or tram. And you get more hotel bang for your buck if you locate a few miles from the city center and use multi-day passes for the short commute. For this reason, I haven't stayed near the train station for many many years... You will even find some of the upscale chains like Marriott and Hilton
in your price range when you widen your search area.
