joshua,
Two ideas-but they involve dinner:

Take her to the Cafe de Oriente, to their cozy and romantic dining room downstairs-reasonable prices for the quality-then afterwards take a stroll through the Plaza del Oriente and past the illuminated Royal Palace to the pretty little Parque de las Vistillas overlooking the Palace, the Almudena church and the Campo del Moro gardens. Very romantic at night. Propose there.
Or..
If you want to pull out all the stops, really impress (and spend the big bucks), take her to the most romantic dining spot in Madrid-propose from a candlelit table on the terrace of the opulent Casino, overlooking the elegant neoclassical buildings of Alcala. Very, very pretty at night, plus you'll have a terrific dinner. But reserve in advance, 'cause this is a really special occasion place!
www.casinomadrid.es
Take a virtual tour.

I agree with Maribel. I was in the Cafe de oriente last March and the room downstairs is lovely and romantic. It was not for dinner though it seemed a cosy lounge/bar. As well the area at night is lit up and lovely looking by the royal palace. Good luck

i don't have a specific answer, but involve a candlelight dinner in a romantic place
