Markets in Paris ... in the winter

Are the markets in Paris as thriving in the winter as they are during warmer months?

Pretty much. They are year-round markets intended for neighborhood shopping.

We enjoy the food markets on the rue de Buci. We were there in December and it was just as lively.

They don't have the same kind of food, obviously, in winter.

Yes, the markets thrive, but everybody complains about the cold. When the ice stops melting under the fish, nobody is happy.
