Luggage locker Milan rail station?

Yes - no working lockers in Italian stations i think due to terrorists threats but large stations like this inevitably have a manual left-luggage that charges per the first six hours per bag about 3.5 euros.
Have not been to Milano Centrale for a few years but in Jan ones in Venice, Florence, Pisa and Rome stations did have operating left luggage so am sure Milano would as well.

they put in lockers in many stations several years ago and they either never became operable or were taken out
same in France
but i don't believe lockers are working - could have changed but that's probably why you saw no one using them.

There are no lockers in use at Italian stations, but Milano Centrale definitely has a manual left luggage office. As you come off the station platforms, it's at the right-hand end of the station concourse on the same level as the platforms (or that's where it was in December).
