The Bank of England Museum wouldn't detain you for more than an hour or so, from what I recall of it, and it isn't that bad a journey from and to Earl's Court; and it's free, so you wouldn't feel you'd wasted anything if you had to leave early.

The RAF Museum is far too far away, Spitalfields Market is only on Sunday (not sure about Camden, but I think that's really a weekend thing), and the waterbus trip, though relaxing, is not something you can bail out of that easily if time turns out to be running tight - I wouldn't want to be chugging along a canal at walking pace while worrying about time ticking by and not knowing where the nearest tube was.

If i were me i would not venture into central London if i had a plane to catch that day

-there could be a Tube shut down - power failure - the day after i left from Heathrow a few years ago there was a power failure that stopped the Tube system dead in its tracks for some hours.

Or there could be a terrorist action that does the same

Neither is likely but still - head west from ECourt IMO or in the area so at least you could nab a cab for top dollar and get to your probably non-refundable plane flight.

If that did happen, it would be faster and cheaper to go over to Paddington and catch the HEX.

to clarify - the main reason to stay in town is to have multiple ways to get to LHR if absolutely necessary . . . .
