It would have been mildly awesome if the powers that be set up loudspeakers with a recording of the bell set to go off at the usual times.

It's mainly so the people working on the Tower don't go deaf. Loudspeakers would rather defeat the point.

Interesting tidbit on actual Big Ben in article - they are not going to repair cracks in Big Ben - the big bell not as erroneously referred to as the Tower - because they have been there for ages and contribute to the bell's unique sound.
