London - Best Tea Close to Parliament

The Pugin tea at the British Parliament is completely booked for months from what the organizers have told me so we are looking for the best place for afternoon tea with a very traditional British feel located near Parliament, or near the British Museum or Library.

Any ideas of the top places to take tea in these vicinities would be great. Thank you.

Without being too concerned over location (I guess you're flexible as Parliament and the British Museum and British Library are not near one another) here are some links to whet your appetite

Any of the swanky 5 star hotels will be very good though availability may be a problem. But nothing compares to a pot of tea and a bacon butty at the Shepherds Crag cafe in Borrowdale, in the Lake District, after a days walk on the fells.
