Lisbon or Budapest

I am trying to decide on where to go in March. I love a good walking city where I can eat, shop and people watch. I am on a tight budget. What city would be a better pick? Any info would be greatly appreciated.

I have been to both cities in the last year. You can certainly walk, eat, shop and people whatch in both. Without being able to really articulate a reason I would pick Budapest. Perhaps it is because I find the former communist countries interesting. My wife also picked Budapest. Neither city is particularly expensive. The Oceanarium in Lisbon is worth a visit should you pick Lisbon.

I would rate Budapest a 9 and Lisbon a 4 or a 5. Nothing wrong with it - but just much less interesting. Fine to include in a trip to Portugal/Spain - but as a single desination Budapest is much more lively and interesting.

If I was given the choice, I'd pick Budapest for holidays.
