I think early July is the best bet to be sure, but think it can be from mid-June to mid-August. I think some places harvest it by the end of July, though.

Usually lavender is harvested between july 15 and september 15, now these dates are for different areas. One year in the Valensole plateau in early september, they had burned the depleted crop to the ground, the fragrance was in credible. They will enrich the soil and start again.

This past summer in the areas around Sault, France which is east of Gordes and Rouillon the harvest was just begining the last week of July. Just before harvest is when the color is richest.
