The paperwork for the fine did it show any correction for errors. Some countries allow that I understand some do not.
Speed limits on Departmental roads is going to be confusing some have reversed the raised the lower upper limits back to 90KPH whilst others are sticking to the 80KPH.

Thanks for the replies and suggestions.

This morning, once I got to the office and had the use of my scanner, I sent emails to Autoeurop and Europcar, with the notice of violation and the return statement attached. I filed an appeal online with the French agency that issued the violation, explaining that I was not the driver at the time, attaching the statement of return from Europcar and the pages from my passport showing my exit from France on May 29.

I will let you know what happens.

I received a letter from Avis/Budget a couple of weeks ago informing me that they had forwarded my coordinates to the authorities for an infraction, but they made a point of saying that they were not charging me an administrative fee (first time is free?), which was a surprise. I usually rent from Europcar and have had speeding fines perhaps 3 times in the last 10 years or so. Twice they charged their 25€ fee and once they didn't. I have not received the new fine yet.

Update: I received an email from the rental car company confirming the mistake, and requesting that I file an appeal designating the rental car company as the driver, saying that then they would be able to designate the correct driver. I did as requested, but having already filed an appeal, I hope this doesn't screw things up.

And it may be indeed a (hot shot) rental car employee who was the actual driver, who then dug up the previous rental records and tried to find a pigeon to get him off the hook. It's better to get somebody (justifiably) fired than to pay this off and perpetuate this sort of thing. Thanks from all of us!
