French asked for visas of *all* non-EU citizens (except Swiss) during 1987 after terrorist attacks in France.<BR> http://www.gisti.org/doc/plein-droit/35/visas.html<BR>It was not done in retaliation for French visitors to the US, as Europeans had always needed visas to visit the USA up to the late 1980's - early 1990's. (different dates for different nationalities) <BR>
