Japanese Encephalitis vaccine in Riga and Tallinn?

Does anyone know whether the Japanese Encephalitis vaccine is required for Riga and Tallinn (about 2 days in each place)? Not planning to leave the central city, but a nurse recently told me there is Japanese Encephalitis in those countries and I might need to consider it...

Any help is appreciated.

Thanks, yes I must admit I thought it seemed very strange as well...particularly given the short amount of time I will be spending in each place.
