My family and I went to Italy in July recently. It's not optimum since

a) it's more crowded
b) it can be quite hot. We had many days over 100F.

In my opinion May through the first half of June, September & October are better months to visit Italy.

Here in Italy, the months of July and August form a major part of what we call "summer" - and that's when many people take their summer holidays. At first sight these appear to resemble American vacations, however I get the sense that - generally - rather more fun is involved?

Kidding aside, if I must, what happens varies from place to place...

In the big "art" cities - Rome for instance - visitor levels are pretty steady but, with many local residents going away for much of August, it can then be pleasantly quiet...

Whereas, with most Italians staying within their own country, vacation spots are a lot busier - because they fill up with those holidaying city folk; our little island for example..

Depends really on what you're hoping to do whilst here?
