Sena bus is cheapest, but it would be a bit faster to train. You might be able to snag some mini fares on the train with advance purchase. Check Trenitalia for advance purchase mini fares.

You can Sena Bus from Milan Cadorna station to Siena for 10-15€ and Siena/Rome for about 10€. Might be other shorter routes.

To catch the Sena bus, you would train from the airport to the Milan Cadorna station (14€). The Sena stop is on the short street that runs towards the castel (there will be a Sena bus stop sign).

I've been seeing mini fares for Milan/Venice for 9€ and Milan/Rome for 64€.

Of course you will begin in Milan, then make your way to Liguria by train. Then train to Rome. Pretty simple.

The details depend on where in Liguria you want to base. What did you have in mind?
