We have been to Amsterdam in shoulder seasons (March, Sept/Oct) and have walked or ridden bikes in Vondelpark each visit. A lot of people seem to pass thru the park to/from work, a lot of people walk their dogs, rollerboard, etc. From what I have seen, I would be comfortable most any time of day(light), but not so much after dark.
I think the rush/work hour begins maybe a tad later that we (in U.S.) do, say more like 8:30-9:00. If 'early' am means around 8:00 or so, you'd probably be comfortable.
I can't say if I remember anyone jogging, but there are extensive paths and plenty of room for you to do so. It's a very nice park. And definitely safer than trying to jog out on the streets!(ref. to cars, bikes, trams).
