According to the Shannon Airport website there are several ATM's. "ATM Machines are located in the arrivals concourse, the check in area and the departures lounge. These machines dispense in Euro, US Dollars and Sterling"

When you arrive at Shannon, clear immigration and customs and as you come through the door into the arrival hall look to the left against the wall maybe 75 feet away. There is an atm there.

Yes there are definately ATMS in the airport and everywhere else...however the rates at the airport are poor...I suggest getting the minimum money and wait until later in the day. In the north they are called "hole in the wall" which is a cute saying.

I don't think the rates at the ATMs at the airport are any different from any other ATM in Ireland.

Now, the rates at the bureau de change at the airport or anywhere in Ireland would be pretty lousy, but not the bank ATMs.

Privately owned ATM's may charge you for using them.

Budman is correct. There used to be only one ATM, but Ithink that has changed. The ATMs in the airport are owned by the banks (at last check) and you will get your best exchange rates through them.
