Is Opera Garnier included in Paris Museum Pass?

No, it's not a museum but a fuctionnal opera/ballet house.

My guide book says you can get in for 7 euros to walk around if there's no performance going on, from 10:00 - 17:00 (18:00 during Jul/Aug). It's 7 euros and not covered by the museum pass. There's also an 11 euro guided tour, which is 90 minutes and runs on a schedule.

I'd highly recommend going to a performance. My wife and I saw La Fille Mal Gardee, a comic ballet, and it was pretty entertaining. But more than that, it just felt like a more authentic way to tour the opera. We got cheap seats, but it's so small that there's hardly a bad seat in the house. I'd guess the tickets were probably $25/each. It was a real highlight of the trip, and I'm not a ballet guy by any means.
