Is non-fat milk common in Paris's coffee shop?

if this is really important to you and your health, perhaps bringing some fat free non-dairy creamer along is a solution.
while obviously not the best way to enjoy a french coffee (nor is it with non-fat milk) it will allow you to enjoy a coffee and not worry about straying from your diet.
As a diabetic, i bring sugar substitute tablets along with me as it is often unavailable in european restaurants/cafes.
Some people are on VERY strict diets for health reasons and I suggest that these people listen to their doctors rather than listen to medical advice from people here who know no basis to tell you whether you should or should not worry about "a little" fat/cholesteral when on vacation.

Slightly off topic, but there was an interesting article in the NY Times today suggesting that the weight gain among Americans in recent decades is largely attributable to reduced smoking, and that on balance this is not a bad thing.
