Yes, you will be able to give Euro cash about anywhere. However, I'd be a bit hesitant with the Appenzell area.
BUT:
1. The exchange rate will be bad.
2. The change wil be given to you in CHF.
So, if you really need to bring Euro, bring small cuts.
Personally, I'd get some CHF in Munich. You can still buy chocolates, magazines, even English books, at the train station you will be leaving for home and so get rid of all, if need.

If you haven't already booked a hotel in Appenzell, assuming you are staying in the village, you might consider the Romantik Hotel Santis which is directly on the main square of the village and a very nice place to stay..short walk from the train station if you are traveling in that mode from St. Gallen or elsewhere...just a thought.
