I rented a car in Athens last week.
The car rental agency doesn't need an
IDP but the agent told me it was mandatory if stopped by the police.

People from other parts of the EU are
fine but if you're from elsewhere get
an IDP!

In years of travel on every continent, I have never been asked for this document. Most seasoned travelers will tell you it's unnecessary, and in most places it is.

It blew my mind today when HERTZ in Myknonos demanded this document. I have rented cars in Myknonos several times before, and this was the first time it was ever requested. I explained to the manager that the IDP is not a real thing; it is not issued by any governmental authority, and provides no insurance coverage or other benefits.

When the manager refused the voice of reason, I simply walked to the counter of another agency where I had no reservation or business history, and was instantly handed the keys to a car.

So, if you have time to get one, and don't mind paying AAA for a relatively useless piece of paper, get it. If not, you might encounter some issue, but it would probably not be insurmountable.

It's a LEGAL requirement in Greece. If you are stopped by the police and don't have one then you can be arrested and charged. If you have an accident then your insurance WILL BE INVALID.
