Some older iPhones are not GSM capable. If the provider was AT&T, then it's a GSM phone; otherwise, it's a CDMA phone, which won't work in Europe. Beginning, I think, with iPhone 5, they're all GSM capable.

If you buy a SIM card in the UK, you should be able to use it in Norway without high roaming charges. Verify that when you buy the SIM card.

I'm pretty sure the iPhone only came in an AT&T flavor before the 4, and I think even the 2 was GSM, although I could be mistaken about that.

Zannie, you will still need to get AT&T to unlock your old iphone. It should be simple to do, since you are out of contract. You need to either fill out AT&T's online form, or perhaps call them, and then they will tell you what to do (it will involve resetting your phone to factory defaults and then re-initializing it). After that, yes, you can get a sim card.
