does anybody know the rate for the use of the internet in the internet cafes

It varies, of course, but in my experience has been 1-3 Euros, or the equivalent, for 30 minutes.

flsd is right - depends on where you are. In Greece it ranged from 2Euros/hour to as high as 6Euros/hour (ouch). In France it was about 3Euros/hour. Of course if you are using the in-house internet at a hostel it will be more expensive than at a cafe.

Slightly off the point, but when we were looking for a place to use the internet, the people we asked didn't understand the term "internet cafe." When we started using "internet point," they more readily understood the question.

Cities with an easy Everything have reasonable access although it varies depending upon the time of day. Paris no longer has an easy Everything.
