Do take a look at a river cruise that will allow you to see Notre Dame, ET, D'Orsay and other highlights along the Seine.
Take the RER in from CDG (check out parisbytrain website for a video that shows the steps to take). I would take the RER to St Michel and you will be right at ND, Ste Chapelle and the Conciergerie. I think it is the RER B line.
I don't know that I would try to see the Louvre on short time. Maybe L'Orangerie would be a better choice. It is small, less crowded and has the huge Monet canvases that are very impressive. You could take a look at the Louvre, before or after, and have a snack or lunch at Cafe Marly. Trying to cram in the Louvre may be frustrating and disappointing.

you don't have 10 hours, you have about 6-7 depending on how log it takes to clear immigration when you arrive and how early you need to check in for your flight to atlanta. a river cruise would be nice.

You actually have about 5.5 hours, not 10, as it could well take you 2 hours to clear the airport, and you need to be back there by 1:45. I wouldn't even attempt the Louvre. Maybe take the RER to the Eiffel Tower, where you can expect to stand in line for 1-2 hours, go up, come down, grab a quick bite to eat somewhere, and back to the airport.

It takes around 35-40 minutes to get from Saint-Michel to CDG on the RER B, and you'll need to be back at the airport in plenty of time to get to your terminal at CDG (you may have to take a shuttle), to your gate and through security. Whatever you end up doing, be sure you leave plenty of time before your flight to do that.
Do you want to go up in the Eiffel Tower, or just see it? You can see it from many places in central Paris. One complicating factor is that you'll probably get into town around 7:30, assuming everything is on time. Obviously museums aren't open at that hour. I think you could get breakfast, walk around for awhile seeing whatever you choose to see, and then spend a couple of hours in the Louvre if that's what you really want to do. You won't be able to see everything in there (it would take days to see everything), but you can get a map and see the things you'd most like. The Orangerie and the Musee d'Orsay are both smaller and much more manageable, if those hold interest to you instead of the Louvre.

Forget the louvre not enough time and the Mona Lisa is smaller and a bit of a let down inmho the best museum.....I loved the Musee D'Orsay and the Rodin Museum - both excellent - more to see at D'Orsay. Good luck great city to visit.
