How to avoid crowds at Tivoli?

We will be in Rome for a week from May-28. We know the city fairly well and this time plan to make two day trips, one to Ostia Antica, the other to Tivoli. I have been to Tivoli once many years ago, my husband (the Italian in the couple) has never been there. Is it worth renting a car to make the day easy (we did this from Bologna to Ravenna once and never regretted the expense)? Is there a least bad time to arrive at the Renaissance villa? The last time I was there it was crowded. Hadrian's villa was fine.
All suggestions very welcome.
