That's the punchline from a duck 'n' cover-era joke.

The Civil Defense council held a public meeting to air issues that concerned citizens might have about nuclear warfare.

There were Air Force generals, and statesmen, and scientists on the panel, and each in turn spoke on the topic of his or her speciality.

A nuclear scientist was discussing how large "devices" needed to be to produce certain blast effects, and a member of the audience asked how big one would have to be to vaporize New York.

So the scientists got out their slide rules and calculated for twenty or thirty seconds and their spokesman said, "Somewhere between eight and nine megatons."

"So how about Los Angeles?"

"Well, that's much more spread out, plus you have the factor of the mountains..." and they put their heads together for another computation. "Something on the order of fourteen to sixteen megatons" was the reply.

"Thank you. How about, say, Moscow?"

Without hesitation, the Air Force general stood up and said...
