Some of us were able to figure out what you were asking about.

The Hotel Vendome looks ok from the outside, nothing special for sure. I have not been inside or heard anything from anyone about it.

The location is a mixed business area that is going through some improvements at the moment. It is quite close to the major sites (the Grand' Place) and Ste. Katherines. The hotel itself is on Adolphe Max which unfortunately has a few porn shops. You should look at the replies to the recent posting entitled Brussels, Hotel Neighborhoods where the author wanted information on the area near the Hotel Le Dome which is about a block away from the Vendome.

As for cheap eats, I can recommend two places: Tarte Julie at 56 Blvd. Emile Jacqmain (about a block away on a street parallel to Adolphe Max) specialized in different types of quiches and pies and Le Chabichou on the Blvd D'Anvers (the inner ring) just west of Jacqmain and the Pte D'Anvers (about three blocks aways from the Vendome) which has cheap and good pasta and specials. Both places are popular lunch spots for the people (like me) that work in the area. It may be that they are not open for dinner. I have never checked.
