Hotel rates inclusive of breakfast and tax - clarify this, please?

If a hotel quotes rates and says that the rate is inclusive of breakfast and tax, does that mean breakfast and tax is INCLUDED, or NOT INCLUDED?

Usually taxes included means just that. But, the Austrian tax picture is very complex. I never did figure it out, but we got itemized charge statements that showed some parts of the bill taxed at 20%, some at 14% and some at other rates. There was also an inclusive figure as well, which is what I was obligated to pay. The first time I saw one of those complex bills I thought I was being socked twice. (I was not!!) <BR>So in Austria, even if the word included is used (or inbegriffen in German), you might want to ask. The problem is you might not understand the answer. <BR>Also, ask if service is included or if you are expected to tip extra. I always do if my bags are handled or if the person on the desk (not the owner) does extras for me.
