For Paris, check out the Hotel Lenox St. Germaine. Very central location. Prices within your budget. Rate includes a very substantial "continental" breakfast. www.lenoxsaintgermain.com. A lovely small hotel with very friendly staff.

Thanks for all the replies. I was in new orleans all weekend and didnt check anything online. We booked our air since its open jaw and got a good deal. Its ATL-LHR then LHR-CDG and then CDG-ATL. 620 a person so I thought that wasnt bad. Its on Air France. We also booked the Hotel Residence Henri IV for the time being and can change it later if we would like. Still looking for london. Thanks so much everyone and we are always open to different suggestions.

A previous poster suggested Citadines in Paris - they also have several convenient locations in London. They range from one room studios w/kitchenette to 2-3 bedrooms with den and kitchenette. Best part - they're clean and have air conditioning. I actually lived for 8 months in a couple of these 'apart-hotels' as they call them, and was pretty pleased with them. My favorite Citadines in London was within a couple minutes walking distance of Trafalger Sq and the theater district, as well as two tube stations. I believe they're probably in your price range. The other Citadines I stayed in was in a business district, so it was quieter, but still fairly close to a tube station, Covent Garden and the British Museum.

One reason you may be seeing "no availability" is that quite a few hotels don't book that far in advance on their web sites, partly because rates often change on January 1st. Try mailing the hotels directly or sending a fax.

Underhill's right. Hotels won't have rates for next May until maybe January. You can and should send emails because some might be able to reserve now. I found some hotels that do reserve a whole year in advance but you have to ask.
