Well as I said - Amsterdam is trying to avoid having to introduce the passes. They want it to be decided at local government level, not central government.
Since the current lot, like those in the UK seem to want to devolve power I can't see why they shouldn't allow each council to decide for themselves.

There is now an MP in the UK who wants to legalise drugs - so you could all go there instead and get high, and enjoy sitting on the Eurostar with hundreds of stoned Frenchmen.
It wouldn't be long before Dover, Folkestone and several London Boroughs were campaigning for a similar pass ;).

Yes I do indeed understand the Dutch quandry - coffeeshops have shown to be successful in regulating cannabis (and taxing its sales) - the use of pot in kids under 18 in Holland is about 1/2 lower than in the U.S. and in France - France which has been vigorously complaining about the Dutch tolerance - and I do understand towns like Maastricht and other border towns with the influx not of wealthy 'drug tourists' but young folks who just jump over the border to get cannabis (and in my son's case several years ago, magic mushrooms) - I have read about rings that were preying on young say French or Germans motoring to Maastricht and being held up en route -knowing they have cash

So the Dutch conundrum IMO may be how to keep the lucrative say wealthy American soft drug tourist in and the cannabis-louts out. And indeed I do sympathize with the later and hope that Germany, France, Belgium, etc would follow the Dutch model and thus just do away with the problem by allowing coffeeshops in their countires.

As for the UK - they actually have moved cannabis up a grade recently so that simple possession would not necessarily just mean a caution so a move against rather than for legalization of a substance that by all criteria is much safer than alcohol and tobacco in devastating health and societal effects IMO

I still love Holland for lots of reasons and I do love the Dutch.
