We used a tour guide (it was in 2001) a wonderful man named Hector who was great with the kids !
He "found" us but he was inside the gates, after one purchases the ticket and walks down to the site. So, I am assuming he was "official"
I am not sure there were audio guides there then.
But, we have also used audio guides in many other places and I find they provide a lot of information and will save you a ton of $$
(Hector cost us $75 but was well worth it! because see Herculaneum without any type of guide would be a shame , so many interesting things to learn and one can not do it by just looking)
If there are audios, I would go with them.
