Does anyone know the quickest way to get from Heathrow Airport to Victoria Station?

Quickest would be the Tube. Ride to Hammersmith, cross the platform, join the District Line to Victoria. ETE: 44 min.

....and the cheapest too...depending on what your other plans for transportation and when you are going it can be as little as £1 or £1.60 or £1.80 or £2 or at most £3.50

By the way, you can get to Paddington station a lot faster (ETE: 15 min), because it's served by a non-stop rail link, the heathrowexpress.com

But it costs £14.50 or more (although twofers are occasionally available).

From Paddington to Victoria? I wouldn't mess with the Tube. The #36 and #436 buses get there faster, and with less climbing.
