Haven't used it for Rome but have heard some of those listed recommended here. We used it for Florence and were happy with our hotel/pensionne. Hotel Smeraldo isn't on eurocheapo for Rome but you might want to consider it - we stayed there and liked it. Eurocheapo is set up a little differently now - the ones they review are listed as editor's picks and they put some effort into it.

I know the Hotel Baltic is on Eurocheapo website and we were very happy with this hotel. It was spotlessly clean, a great breakfast and although it look slightly out of the way it is in a good safe neighbourhood and we were pleased we spent 65Euros a night on it.
