While you can hire barges, the more popular packages involve cruisers (what Americans call houseboats) on the Shannon or the Erne systems.

I know for cruisers Emerald star is a crowd that my cousins used often. You start I believe in Carrick on Shannon. They do this every other year and have a great time. There are various pubs and restaurants along the river you can pop in to.

Emerald Star and Carrick Craft are the two out of Carrick on Shannon. They both looked good. I used Carrick Craft and had a great trip.
