Bastille Day is a MAJOR holiday in France and nearly everything is closed (like our July 4th holiday in the States). I would check on-line for further information specific to Monet's home in Giverny. I would not risk going that day as nearly everyone will be off work too (car companies, businesses, etc).

I think it is actually open that day, but would double check to make sure.
Can't help you with the driver, but since your hotel concierge is helping you, he should be able to help with the driver.

The website for Giverny is http://giverny.org
According to the web site, they are open every day between 4/01 and 10/31 except for Mondays. They are open on holiday Mondays (Easter Monday).
The website has a link to train schedules. I checked and trains are operating from Gare St. Lazare to Vernon on July 14. If you take the 10:44 train, you will be in Vernon at 11:23(you can leave earlier in the day if you prefer). There are buses at the Vernon train station that go directly to Giverny. You can take a taxi from the Vernon train station.
You can easily spend most of the day in Giverny and Vernon. Visit the house and gardens and stop in at the church to see Monet's grave.
Vernon has a lovely chateau - Bizy that is worth visiting.
There are tour companies that specialize in trips to Giverny. You should have no problem arranging a trip.
