Garmish or Fussen?

Either is fine. Both are pretty Bavarian towns. If you're planning to be in or near Fussen in the afternoon, then staying in Fussen makes sense, rather than driving to Garmisch. Likewise for Garmisch.
If your objective is to go skiing on the Zugspitze for a full day, then staying in Garmisch makes sense so you are closer to the Zug or cable car.

I have exactly the same dilemma as you. We have 5 nights to spare in that region before moving on the Dresden and are considering either one of the 2 towns. Garmisch definitely has more to offer. You can go up to Zugspitze, hike to Partnachklamm gorge, visit nearby Mittenwald or Innsbruck, daytrip to the castles & palaces nearby, etc. On the other hand, Fuessen allow us to be at the castles really early and avoid the crowds, which we are worried since we can only be at Hohenschwangau by 10am earliest if we travel from Garmisch. I know the best may be to split our 5 nights for both towns but with time wasted on checking out and in again, we feel we may instead lose 1 day of sightseeing since we have no car. dilemma...

As you no doubt know, Fussen is much smaller than Garmisch and I personally prefer the small village atmosphere of Fussen.
We stayed at the Apartmenthotel Seespitz in December last year, which is actually not in the town of Fussen but about 6km past it.
Watching the sunrise over the lake with the snowcovered mountains behind, whilst sitting on our balcony was one of the highlights of our trip. The view all day long was spectacular.
The hotel was very clean and is all apartment accommodation I believe. We had two bedrooms, small kitchenette and loungeroom. Touches like a bottle of wine and wineglasses waiting for us was rather nice.
The hotel seemed to be particularly well setup for families with playing areas for children, swimming pool and even on site creche. We had no need to use these facilities (except heated pool) as our children were teenagers but they looked fine from what I could see. In summer you can go swimming, boating and fishing on the lake. You have direct access to the lake from the hotel.
I cannot recall how much we paid but it was very reasonable. However it was off season when we went so that would affect the price. Incidentally I don't know if they offer breakfast as you have kitchen facilities in your room. They didn't whilst we were there, but that could have simply been because there were less than a dozen guests staying in the whole hotel whilst we were there. The Italian restaurant on site had nice pizzas and of course it was only a few minutes drive into Fussen itself for a wider choice of restaurants.
We found it to be a good base for exploring Neuschawanstein and surrounding area.

My preference would always be the Füssen area. There are lots of nice hotels in the vicinity but this is an area of Bavaria that has many excellent farms that offer so much more of an experience than hotels do. We stayed in the very small village of Hohenschwangau 2 years ago--it's where the ticket center and trailheads to the castles (Neuschwanstein and Hohenschwangau) are located. A very pleasant pension right below Neuschwanstein:

Just wanted to say thanks to the poster who recommended the Seespitz Apartment Hotel. We stayed there last week for four nights and just loved it! For only 65 Euros per night (plus a 25 Euro cleaning fee) we had a great apartment with kitchen facilites in a gorgeous location.
It would be a great place for families to stay; they even offer day care services at no extra charge.
We really enjoyed the bottle of wine and chocolates that were waiting for us in our room.
In past years, we stayed at the Gusthof zum Schluxen just across the border in Austria. We preferred the Seespitz because of the facilities (indoor pool, sauna, washers, dryers, kitchenettes) and because it was cheaper!

Dorothy, I am glad that you enjoyed your time at the Seespitz. It is always nice to know when of your recommendations come up trumps. The views over the lake must have been lovely at this time of the year.

Having been to both, my preference would definitely be Fussen. Garmisch was fine, but I liked the small town atmosphere of Fussen. The town is cute and has some good restaurants, and there is quite a bit to do around the town.
We too stayed at the Pension Albrecht Neuschwanstein, based on Rufus's recommendation, and were quite pleased. We had a room with a balcony and a great view of Neuscwanstein, all at a great price. Breakfast was terrific.

IMHO Fussen or even Oberammergau or Mittenwald would top Garmish. Garmish has a lot of convenience (like a city) and it is a great place to access the high country with the cable car to the Zugspitz but it doesn't have the small-town charm of the villages about. We have also stayed at the Gasthof Zum Sluxen in Unter Pinswang, just on the Austrian side of the border from Fussen and we really liked it.

This thread brings back wonderful memories. Do you folks remember the little painted chapel in Fussen? And, of course, the magical buildings of Mittenwald. Ahhh. I'm making note of the apartmenthotel Seespitz, but I assume one would have to be driving to stay there, yes? J.
