garbage in Naples and its surrounding area
 

it's a warning for people who is going to plan a trip in Campania. It can happen that the garbage problem will arise soon because the old agreement between "cleaners" and public authority is going to finish and there are troubles to sign new agreements.
Garbage is already along the streets of some towns close to Naples.
It is a problem.

I read recently somewhere that the local government in Naples has been shipping their garbage by train to Germany for recycling. Could this be true?

sure it is true, about Germany: it is very expensive also. But now the problem is different: the garbage is not collected so that there is no chance to ship it and it is becoming "flowers along the streets".
Sad but true.
