last year I used a Cap 1 c/a with dr card to access atm's in France for free I believe - may have had to pay conversion fee however

Now that they have purchased ING, Ing offers the account but has a 2.50 to 3 fee the rep thought plus the 2.2% currency conversion fee. Not bad but not like it was

Anyone know of a bank offering free ATM withdrawals not on their system and without conversion fees. Cap 1 CC still has no conversion fee which is nice.

USAA has no fees, fixed or variable, either with credit cards or ATM cards. There are no checking fees, no on-line payment fees, and any bank fee incurred when using an ATM card is reimbursed (some restrictions might apply). USAA does pass along the 1% currency conversion fee imposed by Mastercard/Pulse or Visa/Cirrus.

USAA has indicated that they will have an EMV credit card available this fall. Overall, USAA has the best service and lowest overall cost of any bank in the USA (in my opinion).

Did you close your Cap One checking account that you had last year? If it is still open, it is still the same no fee account. The new fee structure is only for accounts opened after July 1, 2012 with ING.

I opened one last year and kept a small balance in it. We will be going to France in 2 weeks and it the account and ATM is still alive and well.

It will vary not just by bank but by how much business you have there. Our Citibank ATM does not charge us a fee for use in any ATM - bank or commercial - either in the US or europe. But, I believe this is only offered to people with a specific amount of business with the bank. If Cap 1 ins't your major bank you might contact that bank and find out what it offers. Try to negotiate based on your business with the bank - over time and in size. (I have had Citibank checking account since I was in college in the last ice age.)

No charge on a BofA account using ATMs in partner banks in their respective countries: Barclays in the UK, Deutsche Bank in Germany, BNP Paribas in France, BNL in Italy. My credit union does not charge for foreign ATM transactions.

yes I had 3.42 left in the cap 1 c/a and it was closed - can't blame them - I guess if I make 3-4 $500 w/d from an ATM (max I'm allowed daily) the fees won't be that bad by WFC my bank.

I agree the amount you keep in the account really matters, lots of perks pertain to those with certain minimum balances that doesn't pertain to others.

I don't think USAA is available to anyone off the street,you have to have been in the military or something like that. I don't know the details but know I called them up once and I was not eligible even though my father was in the military. He wasn't career military, though, and not an officer.

USAA Federal Savings Bank is available to anyone who applies. It is their insurance business which has restrictions limiting membership to active duty or former military officers.
