No not population. Cities traditionally had a diocesan cathedral, but now that no longer applies. Towns can become cities by Royal decree, usually around jubilees and the like I believe.
I just looked up and there are 51 cities in England, 6 in Wales, 7 in Scotland and 5 in northern Ireland. The smallest city, St David's only has a population of 1841. |
