ps re the fine in moscow - isnt there a way to report bribes?
i wrote it down somewhere in my notes and now i cant find it

I heard that Moscow were considering a Tourist Police force but I don't think it ever materialised.

It would be an excellent idea as they have always had such a bad reputation for extortion!
