Can I bring small bottles of essential oils for personal use and gifts from France to the US?

Yes.

Yes, but they will be subject to the liquids restriction if in your carry-on luggage.

If you're planning on bringing a lot of small bottles, I'd pack them in a plastic ziploc bag and put them in your checked luggage.

Why couldn't you? I don't even understand why you would question that compared to can I bring back soap, for example, or a scarf.

As noted, of course you have to adhere to any rules about size if you mean can you bring them in carryon.
