Any discussion of parental consent, medical authorization, etc. is not relevant in this situation. This girl is considered an 'adult' and there are no parental rights/responsibilities. She operates as an adult -- makes her own decisions.
The issue is proving it to the airline, TSA, and immigration officers/border patrol. That is why she needs to carry a copy of the documentation/court order.

flap; parents have to give the minor a consent form - in our case, in Belgium, this is a form that is certified at town hall.
It will be unlikely that someone asks for this form if you are traveling between Schengen countries, but it may be asked if you are entering the EU, or when traveling between non-Schengen countries.

Thank you everyone for your replies and helpful suggestions. I just spoke to our friend and asked her to talk with someone about additional documentation and she said on the emancipation document it states she is allowed to travel. I'm hoping for the best since we are three girls traveling together. When I went with just my sister in 2012 I wasn't aware of parental consent documents until now but luckily had never been asked for anything. I have heard though it has gotten more strict.

As long as she has documentation from a court saying she is legally an adult and is allowed to travel you should be fine.
But, I would sill call the airline you will be taking out of the US to inform them of this and make sure it is noted on her reservation.

You should determine for sure if she's emancipated. I don't know of any state in the US that would allow parents to emancipate their child by having a document notarized. She might assume that means she's emancipated but you should see if her paperwork was issued by a court or not. I could be wrong but I'm skeptical about her status.

If you don't get a reply to email, try Twitter or Facebook. Most businesses are pretty quick to reply and either answer of ask you to private message them with details/specifics OR they may give you a better email address than a general one that may or may not get a reply. I have great success doing this with airlines.
