Just clarify...did you contact visa to report the merchant or did you contact your bank...the first step would be to contact your bank. Visa is an umbrella organization for a consortium of banks, each bank free to set its own policy. Visa simply is set up to do the interchange. You buy something from a merchant who deposits the sales draft with his or her visa bank and then if the charge is written on a different visa bank, visa handles the interchange (picking up a few cents, of course, on each transaction). It was probably your bank and I doubt if they actually did anything else other than refund the few cents difference (not that you shouldn't have, of course).
