Flares could set the tinderbox countryside alight. It is against the law to even throw a cigarette butt out of the window. Hold on yet another law!

This is perhaps the best website which cover the road regulations within the EU counties I can find. http://ec.europa.eu/transport/road_s.../index_en.htm# It may not be 100% correct and it it is aimed at informing Europeans rather then non Europeans, so some notes may not be applicable to you. |

The law requiring breathalysers was scrapped some time ago. It is definitely not a requirement. You are required to have a breakdown triangle and a yellow reflective vest for one person. I would expect the hire company to inform you and almost certainly equip the car to meet both Spanish and French requirements.
