Yes. Any liquids, gels, pastes must go into the quart bag. No container can be larger than 3oz/100ml.

Nobody is saying they need to bring a full, large tube of toothpaste. It's not a question of the quantity of liquid or paste, but the container size. If you aren't aware of the details, you may think you could take a mostly empty tube, but I see a lot of people throwing out mostly empty bottles when they get to the airport.

As others have noted: regular toothpaste - yes and make sure it's the small travel size.
FYI, try toothpowder. I find it at a health food store, but probably other sources, too. It works fine, doesn't have to be in the 3-1-1 bag, and a small container lasts a really long time.
