I've never been anyplace in europe where you don;t tip taxi drivers - esp if they help you with luggage etc.

I don't know what the locals do. In both Vienna and Budapest I tipped about 10% -- whatever made for convenient rounding.

I have never tipped a taxi driver in Prague. They charge tourists much higher rates than they charge locals (generally in the range 3-5 times as much). Who needs a tip with such a premium?

In Prague we called directly a radio taxi company, do they ALSo charge more? They always charged as very reasonably. We tipped a little.
By the way in ROme this year I was amazed that the car that picked us up from the Airport made it clear that he did not expept a tip, only his 35 euros and he did helped us with the luggage. He was very nice.
