I haven't seen rain stop Europeans from doing much of anything. Heck, they even race F1 cars at 200mph in the wet.

"roofed for rain or do they generally close early when the drops start falling?" Well, neither - stalls usually have some sort of tarp overhead but are not normally "roofed".
As the others say, much of the year if you let a little rain stop you from doing things, you will have long periods of waiting around for good weather followed by brief spells of scurrying when the sun comes out.

Some markets are covered (i.e., in a building, like Borough Market or Spitalfields) but most are street markets like Portobello Road, Petticoat Lane, Brick Lane. Camden Lock is a mixture of both.
It might be an advantage if the rain keeps some customers away, of course. The stallholders might be keener for a sale.

There's an art sale set up along Bayswater Road & the north side of Hyde Park on Sundays that seems to close if it rains - I waited until the Sunday just before returning home to shop but the rain kept away almost all the dealers.

Daisy - that surprises me. I have walked Bayswater Rd many a showery Sunday and always seen lots of artists out. Some do call it quits if there are no shoppers out and about - but most park their cars/vans right across from their spaces. Some things they hang on the fence and just cover w/ a tarp or plastic, and other things they wait for a break in the weather and then drag out their display. I have even bought a couple of things from the back of a van huddled under an umbrella.
Maybe it was an especially stormy day that kept them away while you were there.
