We connected with SAS to St. Pete from Copenhagen using the SAS air pass. Basically, if you fly roundtrip with SAS on an international route to Scandinavia, you can have access to the air pass, which is a book of passes/coupons for low-cost air travel all around Scandinavia and major destinations in the Baltic and Europe. They can only be purchased in conjunction with a roundtrip ticket on an SAS international flight to and from Scandinavia. With the SAS air pass you just show up at the airport and they'll put you on the next available flight to wherever they fly to in Scandinavia, Baltic region/some European cities. As an example, we flew St. Pete-Stockholm for $70/pp. It definitely gave them the edge when choosing our overseas carrier to Scandinavia.

sorry....make that Helsinki-Stockholm direct flight, $70/pp SAS Air Passes. We had a driver St. Pete-Helsinki; $150/2 people, door-to-door; cheaper than flying and certainly quite the experience.

Thanks for the replies... I have tried to get info from www.whichbudget.com but can't select a flight leaving from St Petersburg... is there any trick to this website ??????

Deb-- this is the deal: for the Visa process you need to inform the Russian government agency when would you be leaving the country. I doubt you can't book a one-way out of Russia, at least not on the Internet. I haven't tried it, but I'll be surprised. My best advice is that you call, i.e. SAS airlines and ask them.
