Daily Savings Time in Italy & Europe

On April 7 the USA converts to Daily Savings Time. Do Italy and the rest of Europe convert to Daily Savings Time, and, if so, on what date?

Huh - surely you've heard of Daily Savings Time? It's that time every day when people debate how much money they can save by using ATMs instead of TCs, smuggling home a few bottles of wine, or re-claiming their VAT.
