That's a terrible article, with a lot of bad ideas (like prepaid debit cards) and misinformation. I think the reason the same stuff has come out twice is because some freelance writers sell the same article basically to various publications, it's not unusual. Or, some for-profit organizations feed PR info or story info to publishers, also. I've read various travel articles by people who didn't know what they were talking about in various magazines and newspapers, it always surpriss me how some people get published. I remember once writing a letter correcting some info in a travel article in the Wash Post about this exact same issue (I think it had to do with fees for using ATM cards abroad, maybe the use of CCs, something like that) and the author actually called me up to talk about it at home. I told her the points that weren't accurate and she said maybe they would do a more thorough followup article (which they did quite a bit later) as that was a good story idea. However, the thing that surprised me was that this regular staff on the Post told me that she really didn't know that much about the topic because she always let her husband handle the money when they traveled -- and she wrote items in the paper about this subject but didn't know much about it. And I do like the Wash Post and consider it to have a fairly good travel section and I like that journalist (on other topics).
